OBX fishing

Okay guys, here is the story. I have been coming down from PA for the last 13 years, ever since I got married, and hearing about how the Outer Banks has some of the best fishing in the world! Problem is, you can't prove it by me. I have tried surf fishing, and 1 year I actually caught a few spot and 1 speckled trout. Thats 1 year out of 13. I have also spent MANY hours fishing in the Oregon Inlet. I think I have caught 2 flounder and they were even too small to keep. I have tried fishing after dark and before the sun comes up, but when are the best times? Here the best time is very early and very late. After dark is even better. But does beach fishing revolve strictly around the tides? I'm not asking to catch a Marlin or anything, but something to keep it interesting would be nice. If I can catch anything I could keep to fillet and eat that would be even better! It doesn't have to be anything huge even. One year we went out on a half-day charter for Stripers and although we caught pretty many, none were big enough to keep. So what do I need to change or try? I fish a lot here in PA so I'm not a newbie without a clue. I have used mostly bait(shrimp,squid, bloodworms) but also tried some lures. Do you have to spend big money on a charter to catch fish there? Is there good fishing to be had at the Oregon Inlet? How about the surf? And do the pay piers ever come through? I just need some ideas or tips or specific locations to try this year. I will be there on the 12th of June and staying for a week. Any help you could give me would be greatly appreciated. I'm about ready to give up on the fishing there and just sleep in like the rest of my wifes family. Maybe then they wouldn't look at me like I'm crazy as I say I'll be getting up at 5:00 to go fishing! If anyone would want to take me under their wing I could offer some pretty good hunting in PA. I have a family cabin with 600 acres of great bear hunting, good deer hunting, and so many squirrels my son runs out of shells! Spring turkey hunting is second to none in PA. Two weeks ago I got a gobbler with an 11 inch beard!
