Tough question John , but I'll take a stab at it ( I'm probably wrong BTW ).
First a SW wind is blowing generally from west to east.
Now think of a square pond of water with bait fish in it and predator fish that follow them. There is no current in our square pond and it is aligned perfectly N , S , E and W.
When the wind blows from the West the bait fish are pushed to the eastern edge of the pond. Fish are lazy and generally won't go against the current because it wastes energy.
Fishing in the ocean isn't that simple and I'm not saying the fish go to Africa when the wind is coming out of the west , but I think it pushes a lot of fish offshore and into deeper water where we can't catch them from the surf/pier. I guess you could also say that it pushes the warm water offshore and the fish follow that.
Definitely some of the largest schools of fish I've ever seen came in with a NE wind. You can still catch fish when it comes from the SW but not as many as you will when it is coming from the east.
I don't know though. I'm just a dumb fisherman. Maybe somebody else will have a better theory.
