Catching " keeper " size flounder in Virginia is not easy either at 19 inches. I've heard they lowered it to 18.5 inches and set the limit to 4 per person per day or whatever, but I'm not sure. Still an eighteen inch flounder is a nice fish and makes a heck of a sandwich :)
