Rodney and Terry are both right , fresh is the way to go. If you can't throw a net just buy some bloodworms and tiny hooks. Or just get a sabiki rig and hang it off of a pier or cast it out. We used to catch grass shad on TINY gold hooks.

I've caught tons of fish on small live spot (some nice ones too) and a bunch on cut up spot
