Driving on the beach depends on the closures for bird nesting. Cape Point just closed 2 days ago because of one bird nest. Tackle shops will let you know which beaches are open for ORV. As far as a permit for night driving, in the fall when they open the beaches for night driving, you will need a permit. Last year the permits were free but you definitely needed one. They can be obtained by going to the internet and printing one to be displayed on your dashboard. Again, that will be in the fall.
