You guys will think I'm crazy , but I saw a guy catch a pup/yearling almost on the beach off of the VA Beach pier.

I got to talking to him when the tide was going out and he had to move his bait because it would be on "dry ground" in between waves and the birds were after it. This was after he caught the fish , so I don't know how close he was then but he definitely liked to fish in close.
