I've never tried one , and I don't think they are necessary.
Practice. Practice. And technique.
I throw small nets by pinching the outside edge with my right hand and holding it 90 degrees or so from there between my lips NOT TEETH (good way to yank out a tooth). Think of throwing a frisbee. Coil the rope in your left hand so it won't tangle , with the loop around your wrist. Grab the collapsed net midway between the ring at the top and the outer edge with your left hand. Pinch a point on the outer edge and hold it between your lips. 90 degrees to the left of this pinch the outer edge between your thumb and forefinger.
Twist your upper body to the left and when you feel the weight of the net with your left hand....Throw a frisbee with your right hand while turning your upper body to the right and spitting out the part of the net that is between your lips. Kind of like feeling a rod load before you cast , if that makes sense.
Bigger nets are different. You have to pinch several points with your right hand , each one a foot or so apart. I normally pinch one point with each finger.
Hope that makes sense , I could show you in person 100% better than I can tell it.
I just think the "net throwers" aren't necessary
When I first learned I practiced in the yard (for throwing from the beach) and off of the low porch (for throwing from a boat)
After you get the hang of it you can throw on a school of fish and have more bait than you can pick up. I've had to open my net and let some go because I couldn't get it over the rail on the boat.
