beach acess/riggings

hey, we are coming down from maine and i was wondering about the current beach access. this has been our 5th time down and i have noticed from the first year to now, there has been more and more limits on ovr access. last year, cape point was closed. Do you guys think it will be closed again this year? and what type of rig and bait do you guys recogmend? last year we where using double riggins and the fish finder rig.
