You can use either a downrigger release clip or one for a kite. Also a piece of plastic bag will work but not as good because you can't set the release tension. You yank on the line until the plastic bag rips.

I wrote this below and posted it on here awhile back....

Kite Rig

This is how a kite rig works, first you will need a kite and some kites are better than others. Those triangular stunt kites don't work very good and cheap kites will fall apart if they hit the water or your dragging it back through the water. I would use a good square shaped kite, Kitty Hawk Kites has one called a parafoil kite. It's square and made entirely out of nylon cloth which means you don't have to worry about it being damaged if it crashes into the water. It can also be folded up and stored out of the way in a small bag that comes with it. You will need to use the tail on it and what that does is keeps the kite from spinning around in a circle.

The kite line is attached to a fishing rod and reel, this makes bringing the kite back a faster process. Basically for the kite line you will need a heavy rod with a big conventional type reel that can hold a lot of line, nylon kite string will work on it and braided fishing line or regular monofilament fishing line but I wouldn't use less than 50 pound test and make sure your knots are good. You will also need to use a leather finger guard or a leather glove to control the spool speed when the kite is going out, this is very important so don't forget about it.

What you have to do is come down at least 30 feet from the kite and tie a piece of 5 foot line to the kite line with a release clip tied on the other end of it. This is your dropper line and this keeps everything from getting tangled up. I use a downrigger release clip on the dropper line to drop the bait line with the bait on it that's on another rod and reel which is your bait rod. There is a special release clip made for kite rigs but the downrigger release clips are sold at most tackle shops and I think it works good. It has a small knob on it that controls the release tension.

There's two ways to send the bait out. If you have somebody with you then you can send the bait out with the kite. One person controls the kite rod and the other person controls the bait rod. I wrap the bait line around the release clip instead of just putting the line through it. This helps keep the bait out of the water while it's being sent out, if you drag it in the water a wave could catch it and cause the bait to be dropped before you get it out there. If your alone you can use the release clip as a pulley. The lines on both fishing rods still go out at the same time but you send the bait out after you get the kite out there. Once you get the bait out just yank the bait rod real hard to release the line from the clip to drop the bait.

The wind needs to be blowing off the beach for it to work. The best wind would be one coming straight off the beach but if the wind is at angle it will still work. If the wind is blowing at an angle off the beach and you don't have anybody around you then let the kite go out at an angle. A better way if your trying to stay in a certain spot is to walk down the beach letting the kite line out while trying to keep the bait in front of where your fishing, even if nobody is around somebody could be later on and that way you don't have to worry about them getting their rigs hung up in the bait line. If you have to do that it's easier to do it with somebody using hand held radios because once you get down the beach it's hard to tell if you have the bait in front of where your going to be fishing.
