I would recommend that you start on a pier bottom fishing. A medium heavy 7 ft. bass rod will get you started. Use a two hook bottom fishing rig and a 3 oz. pyramid sinker. There are several different baits you can use : bloodworms ,shrimp , squid and cut bait to name a few.
I like to fish around halfway out on a pier , right behind the area where the waves start to break when they come in. Just remember to cast easy or the heavy sinker will break your line. You don't need to cast far anyway because a lot of times fish will be beside or even under the pier.
There are a ton of different ways to surf fish. You can look through some of the older posts on this message board and a couple of really good links are on here also. If you have a more specific question post it too and I'll try to help.
