Striper Lures

You might get one throwing some lures at the pier, I'd cast around the pilings from the beach. Another spot to try in that area would be the Huron wreck just north of Nags Head Pier at the Bladen Street beach access. You can't see the wreck but it has 2 small buoys one on the bow and another on the stern so you can see where it's at in the water. Early morning or high tide would probably be the best chance.
If nothing is happening you could ride around and try to figure out where the boats are fishing, you can see the boats from the beach or which way the boats are headed. If the boats are staying in one spot the fish could come in there for no reason even if the boats are way out. I've seen this before.
Some lures that will work would be Hopkins or spoons, I like the 2 oz. Hopkins Shorty. The flat menhaden colored Glass Minnow could also be worth trying there. Big bucktail jigs with a plastic twister tail grub. For those the spearhead jigs work better than the round headed jigs in the surf if you can find them, the all white with the red thread wrap and white twister tail is a good one. I would use the size weight your rod throws best for more distance, for example 2 or 3 ozs. for a bigger rod and 1 or 1 1/2 ozs. for a smaller rod.
