It could be a tautog but more likely a striper. Stripers look dark in the water and will stay in one spot like that, some smaller size stripers have been caught around the jetty. Tautog sometimes show up before the sheepshead do then the fish seem to mostly move on. All the tautog I've cleaned had black mussel shell crushed up in their belly.
If you want some sand fleas during the winter try dragging a treble hooked lure like a hopkins, stingsilver or glass minnow on the bottom on the outer bar or a shoal you should snag a few of them, sand fleas look different during the winter they have a long thing on them.
