I always scale the fish , then fillet it and cut the fillet into chunks or triangle shaped strips like you would with squid. The size of the chunks depends on the size of fish I'm catching. The head and entrails normally go on a drum rig or a fish finder rig. I throw the backbone and fins out in the surf.
It's a lot easier if you see someone do it a couple of times , just remember it doesn't have to be perfect cause most hungry fish aren't too picky.
Only other advice I can offer with cut bait is to keep it fresh , if I've had bait in the water for 20-30 minutes with no bites , I normally change it.
