going out of business

My friend runs a Chesapeake charter service and has just closed shop....fuel cost up 150%, bait/ice up 200%, dock fee up 165%, insurance up 150%, can't find a dependable mate despite good pay. All this coupled with the striper limit is now 1 per person/day. The numbers just don't add up to profit.
