There are no regulations about where to fish. The swimmers will create a disturbancs so try to steer clear if possible. If it gets too crowded around you, put on a big piece of fish for bait and try to land a shark. This usually gives you some breathing room. Seriously though, use bits of shrimp and/or squid on a bottom rig for most species. Use a #2 - #6 sized hook. Pieces of bloodworm work great but are $6-$8 a dozen most places. You can fillet a spot or croaker and put a strip of it on a hook. Cast this out and drag it slowly back to you. Be sure to leave it in the water until it almost gets to your feet. Some of the fish are right in the wash looking for food. A carolina rig works great for this, but you can do the same thing with a standard two hook bottom rig. Good luck.
