The best bet for bait is to go to a tackle shop like TWs and ask them but I have always had good luck with bloodworms and squid. The bloodworms are a little pricy but usually work and a pack of squid will usually last the week. TWs Corolla location is up near the Food Lion. As for tips on surf fishing here's what I got:
1) Find the holes (best bet is to scout the area while swimming if you'll be fishing the same area you swim in)( Look for areas with gravel)
2) You will probably need between 2 and 3 ounces of weight on a double hook bottom rig( you can make these yourself or get them at a tackle shop and even some WalMart's have them)
3) Hook size will probably range from #8's to #4's depending on the species you have running at the time.
4) Be sure to buy a Gotcha plug or stingsilver or the like because runs of bluefish and/or Spanish are likely. You will see tons of bait jumping out of the water when these are occurring.
5)Be sure to get a cheap knife for cutting the bait and purchase a sandspike. The $5 or so dollars you'll spend on this is much cheaper than replacing a reel ruined by sand(been there, done that, got that T shirt. ended with a $90 bill replacing a Daiwa baitcaster :( )
6)Do not forget to rinse both your rod and reel after each use.
7)Make sure you purchase a license as one is required to fish the surf and most of the sounds down there.

9)If the surf fishing sucks go to the pier. I prefer Nags Head as it is where I've had the best luck but all are good and have nice people willing to help. The cost for this is about $10 per person but you usually catch something.
10) THIS IS THE MOST IMPORTANT TIP!!
