I'd try early morning where Jennette's Pier used to be, across from Sam and Omie's Restaurant on the beach road or try the little bridge on the Nags Head causeway.

The bridges are usually good for a variety of fish, early morning and late afternoon will probably be best. I wouldn't go very far from the boat ramp and stay on that side, the wind tends to pick up in the afternoon and could make the water rough with white caps. Also the saltwater will corrode the aluminum rivets, be sure to wash your boat off good when your done....
