I'd try to figure out what the fish of the day is and target that fish, your more likely to catch bluefish than trout. The speckled trout stay mostly in the sound during the summer and can be hard to catch because they get picky. You'll see them jumping and won't get a bite. The trout fishing can be really good on the north side of Avalon Pier and Nags Head Pier during the end of October through November, early morning on the calm water days.

If your trying to make it interesting and not much is happening there's usually a ray or shark hanging around under the piers at the fish cleaning tables, sometimes something else.
