Second visit to Nags Head, a lot of questions

I will be coming down the week after the 4th and staying in the same rental we had a couple of years ago which is about a 2 blocks form the Nags Head Pier. Not knowing the area that well I fished mostly at night off the pier and a little bit from the beach but with not much luck. I also went down one night to the bridge at the inlet but had no luck, a lot of snags, and got destroyed by bugs. I want be better prepared this time. First I read somewhere that there is slough on the north side of pier. I was wondering how far out this was, how deep, and can you hit it with a 10 footer. Second, how well do sand fleas work in the surf or off the pier and what species can I expect to hit. Most of my fishing will be after dark (when the baby goes to sleep). What is a good overall bait for a high-low rig? I am not particular on the species as long as they taste good. Third, I was thinking about exploring the sound. Is there somewhere I could rent a small pontoon boat for 4-5 hours? I was thinking of drifting for flatties. Lastly, is the beach at the inlet open to traffic still? Thanks in advance. Brad
