Hate to wade in (possibly a legal post) on politics but...

Payment promises are 1 way they garner the votes.

Just another promise of "free stuff".

Has worked for generations.

Latest is the Green Plan where those who don't want to work will be paid anyway.

Solution is that values for that citizenry must change. Payoffs will change nothing, but further reward those on the dole.

Unrelated but of note. New governor wants 18 cent increase on gasoline. Hits low and middle income. Electrics not effected. Hmmm, perhaps more green agenda?
