I think some of it is intentsional. If the current is running that will pile the swimmmers up in the holes. You can get around them by fishing close to the drop off. If you happen to get a small blacktip shark that will get them out the water, sometimes the whole beach. Just loosen the drag and play it for awhile to draw attention then hold it up so everybody that's up on the beach watching gets a good look. Sometimes a big sea mullet will work but you'll have to throw it back in the water.
