I'd guess it might not get really bad until mid May on Hatteras Island. The beaches north of Corolla are not part of the national park, it's controlled by Currituck County.

Also the summer Saturday rental check-in traffic coming in last year was bad backing up from the stop light where you turn to go to Corolla in Kitty Hawk across the bridge to around Hardees in Grandy, 3-4 pm seemed to be the worst time.
