Most use cut bait on a drum rig, you will have to go through the sharks and rays.

I was doing some experiments at one time live baiting with a small square nylon kite from Kitty Hawk Kites off the beach.

Found there's some large picky bluefish that hang around further out that I don't catch on cut bait or lures, they made it hard to do.
