herring and shad

Is there any comeback for the shad and herring population? In the 1920's, the herring harvest from the Chesapeake was 26 million pounds, around 1990 it was way less than 1 million. As a youngster, we would dip herring by the buckets full and salt down a year's supply. Also, would catch them at Walker's Dam on rod and reel with a gold hook...no bait needed. Barges would unload them onto trucks there. Doubt if it will return to that again.
