If your talking about the schools of big drum at the piers on the northern beaches, the best time would be usually but not always northeast wind 20-25 out on the ends of the piers during October and November. They start at the pier in Sandbridge, Virginia and move south. Cut bait or spot heads on a fish finder rig.
I'd check out the piers and tackle shops to see what's happening and take a guess with the weather forecast.
Just in general for whatever is around, if your trying to plan a trip for pier fishing I'd pick the week or weekend of the new moon because it's usually pretty good at night around the pier lights when there is no moon or the catwalk at Oregon Inlet if you have your own light. That would be September 11, October 11 and November 9.
For surf fishing I'd pick the week or weekend of the full moon. That would be September 26, October 26 and November 24.
If your looking for a big drum now, Hatteras Inlet or Ocracoke Inlet would be the best places if it's not grassy.
