You could try the wrecks at the 2nd Street beach access, it's near Goombay's on the beach road north of the monument in Kill Devil Hills. I'd try high tide and a variety of baits and distances. Not sure what will be there if anything. You can get frozen fish and squid or live eels at the tackle shops and fresh shrimp at Food Lion or Harris Teeter. Food Lion has also been selling whole croakers 2 a pack if you want fresh cut bait....
