Used to be That was good time for striped bass right at the VA/NC line but in years past they don't come inshore past the mouth of the Chesapeake. Usually pretty far out by the time they get to NC. As far as fishing, I would expect dogfish and skates. As far as shops... Most places close down that time of year except around new years.
