My experience on the outer banks that time of year was blues in the surf and trout off the ocean piers. The pier that extends into the sounds would be a great place to watch a sunset but thats about it unless you want to get a freshwater license. The water up in that part of the sound is bracksih and i dont know if you'd catch a whole lot. I agree with J.D. Davis on the Country Girl for a good charter that catches fish. however if youre into fly fishing Outer Banks Fly Fishing will do a good job for ya.

Hope this helps a little and maybe one of the locals can help some more.
