abandoned boats

Story in the paper about the tons of abandoned boats .... don't understand why they just can't drain the fuel and oil and then take'em out and sink them making artificial reefs . How much could it cost ...gotta be a helluva lot less than storing them somewhere , destroying them and putting them in a dump or worse yet having them sink and cause harm to regular boaters . Be proactive .
