You have the NPS Oregon Inlet Campground, I've heard some bad stories about being caught in wind / storms at that one.

If you do then you would be close to the catwalk on the south side of the bridge or Outer Banks Pier in South Nags Head.

For surf fishing I like Coquina Beach on the north side of Oregon Inlet, early morning has always been the best time I don't know why.

Adventure Bound Campground in Kitty Hawk would be the way to go if you want to get out of the wind, you might need some mosquito spray.

You would be close to Kitty Hawk Pier "half priced" and Avalon Pier, there's some good surf fishing spots between them like the Mountaineer wreck near Winks, they allow beach parking behind their store. Another place to try is the beach access / parking area on the south side of the Black Pelican restaurant, good beach structure for sea mullet try early morning / late afternoon there. Helga Street beach access, famous fishing / surfing spot but not much parking. The big wash out on the north side of it near Arch Street is looking good. Hayman Blvd beach access is very popular with the fall trout / drum crowd and has plenty of parking that's near Avalon Pier.
