After dark around the inlets or from the catwalk might give you the best chance, first light is a good time to look for birds diving on something. I'd also check out the north sides of the piers like Avon or Frisco. The jetties where the Cape Hatteras Lighthouse was at could be worth checking out too. Probably be some people fishing in those areas. If your going to be fishing the beach where your staying try different distances like the drop off right at the beach, further out and just over the outer bar.
