Everything likes sand fleas, you might make some with a little orange like ones with eggs.

I'd target the areas where the most sand flea shells and pieces of them are washed up at the high tide line.

You could also try the sound like around the bridges, fluorescent green would be a good color there.

Another place to try would be wading around the grass at Oregon Inlet Fishing Center or at Bodie Island Lighthouse.

I've seen people do good with fly rods wading around the grass at the second bridge going to Colington Island in Kill Devil Hills.
