Usually for the northern beaches croakers start showing up at around a 50 degree water temperature, mid-50s for more of a variety and the 60s is better "blowtoads". You can catch puppy drum, shad and some others in the 40s. A southeast wind would be best but also a strong current coming from the south could be good.
If your trying to target croakers at the end of March on the northern beaches I would suggest trying near the end of the pier with a wind from the south using shrimp or squid for bait. Bloodworms will cut back on the skates. Avalon Pier and Jennette's Pier should be open, the rest by the first week of April.
The little bridge on the Nags Head Causeway might be worth checking out too, could be something there by then. Also the sound at Oregon Inlet like at the lighthouse, marina and the south side of the bridge.
