November Surf Fishing

I am thinking about coming down right around Thanksgiving for a long weekend. I am usually down in Sept and then in December but need to change up this year. What is usually biting during this time period? I usually fish the Oregon Inlet area in the ORV area. Is that area open yet or does anyone have a clue if it will be open around then. Thanks for your help in advance.
