The closest boat ramp for Oregon Inlet will be at the Oregon Inlet Fishing Center near the north side of the Bonner Bridge. If it's too crowded there you can try the public boat ramp under the Washington Baum Bridge on the Nags Head / Manteo Causeway, just turn down the road across from Pirate's Cove Marina and follow that road back under the bridge.
The closest boat ramp for fishing the bridges at Manns Harbor will be the pay to use ramp at Manns Harbor Marina on the west side of the old bridge. If you want to fish the big double bridge that goes into Kitty Hawk there's a public boat ramp on Bob Perry Road in Kitty Hawk. Turn down Kitty Hawk Road that's at the stoplight by TW's Tackle Shop and 7-11 in Kitty Hawk and follow that road back until you come to the road at a curve. The end of the canal needs to be dredged out so you can't get a big boat out of there. You will need a freshwater license if you fish on the north side of the bridge but not on the south side.
